In India, if the vehicle owner is relocating to new state or Union territory or selling / purchase vehicle from the owner, it is mandatory to have the No Objection Certificate issued by the State RTO authority.

What is NOC for Vehicle?
The Regional Transport Office (RTO) authorities issue the No Objection Certificate for the vehicle registered under their jurisdiction and issue NOC for the vehicle to use on another state jurisdiction.
By way of obtaining the NOC from the RTO office where initially the vehicle was registered ensures that, the vehicle can be registered on the other RTO jurisdiction with proper documentation and clearances such as no dues on challans, dues, and taxation under the existing RTO jurisdiction.
The vehicle can be transferred from one RTO jurisdiction to another within the state or it can be inter-state also, it varies from case to case basis.
When to apply for Vehicle NOC?
As per the Motor Vehicles Act 1988, it is mandatory to obtain a NOC from the initial RTO of vehicle registration during any one of the following circumstances:
It is mandatory to obtain the NOC certificate from the respective RTO offices in India under the Motor Vehicle Act 1988 under these conditions:
- Vehicle Owner Transfers
- Re-registration of vehicle
- While traveling to another State
Vehicle Owner Transfership
Transfer of vehicle ownership if the vehicle is sold / purchased, changing ownership after the demise of the owner and auction of the vehicle.
As mentioned above scenarios, the vehicle owner needs to ensure obtaining the No objection Certificate (NOC) from the respective RTO where the vehicle is registered or the owner residence comes under the respective RTO Jurisdiction. It will certify the ownership transfer authentication.
Re-registration of Vehicle
Re-registration of vehicle if the vehicle owner moves from one state to another or union territory to another state / UTs, the NOC certificate is mandatory from the origin RTO authority to register the vehicle on the new resident state or Union territory.
The NOC is not mandatory for the vehicle movement or residence change for intra-state and mostly there will not be any address change within the state.
While Travelling to another State
If the vehicle owner is residing outside the state for the more than 3 months and using his/her vehicle, then it is mandatory to obtain the No Objection certificate from the respective state RTO authority to use the vehicle on the roads of the newly migrated state.
It is not mandatory for the temporary movement of a vehicle to another state and it is less than 3 months stay, it is not required to get the NOC for the vehicle.
How to apply NOC for vehicles?

The vehicle owner needs to follow the below-mentioned steps to get the NOC for vehicle transfer or re-register of the vehicle.
Step 1 – To get the NOC for the vehicle, the owner needs to visit the RTO office, where the vehicle is registered.
Step 2 – Need to fill the Form as prescribed in the Motor Vehicle Act 1988 to apply the NOC.
Step 3 – Fee payment needs to be done to process the NOC application on the RTO office under the Central Motor Vehicle Rules 1989.
Step 4 – The vehicle owner need to clear the challans and tax dues if any payment is pending on the RTO office for the smooth process of the NOC application.
Step 5 – The RTO will process the NOC application submitted by the vehicle owner and do the verification checks for tax dues, cases if any registered under the vehicle by Police, or illegal usage of vehicle (if any) and check for the ownership status.
Step 6 – On process the application, the RTO will clear the application if there are no backlogs and vehicle documents are clear, the NOC will be issued.
Documents Required for Vehicle NOC
To obtain NOC from the RTO where a vehicle is registered, the owner must submit the following documents along with the application form or Form 28.

Application Fees to get NOC for Vehicle
To process the NOC application on RTO offices, the application fee needs to be paid as per rule prescribed under Central Motor Vehicle 1989. The fee charged to process the NOC application is Rs 100 (Rupees One hundred only)
Vehicle NOC Validity
The NOC certificate issued by the RTO authority is valid for only 6 months from the date of issue. The vehicle owner should re-register the vehicle using the NOC issued within 6 months or else the NOC won’t be valid and the owner needs to re-apply for the NOC for the vehicle.
The same applies for the vehicle sale, the owner details should be transferred using the NOC issued within 6 months.
How to apply online for NOC for vehicle?
NOC for vehicle online application process is available only in certain states / region, before applying online check the online application available in your region.
To apply online, the user needs to log in on parivahan website under the Ministry of Road Transport and Highways.
- Logon to parivahan website (https://parivahan.gov.in/)
- Provide vehicle registration details to process
- Select the “Application for No Objection certificate” section
- Enter the vehicle Chassis number
- Upload all the essential documents under the documents section
- Pay the NOC application fees to process.
- Save the application form as well as acknowledgment receipt so generated, and take a print.
- Submit the application form along with the acknowledgment slip and required documents in-person to your concerned RTO.
